Locomotive-Lookin' Robot Dude

Here's another strange, robot character.  Again, don't have a story for him or anything, but, off-hand, I'd say he looks like a train-Sauron-ish guy with a nice coat.  What do you think?

Who is this dude?  Why does he have two bags?  Is that a mask?  What's going on?!

I drew this character, but I don't have a story for it.  Some folks over on the Facebook Page came up with some cool ideas, though!
